How do I turn on Window Switcher?

Turn it on from the DeskUtils menu bar icon. While enabled, it replaces ⌘Tab; turn it off to use the system app switcher again.

What permissions does it need?

What does Dock preview do?

Hover over an app icon in the Dock to see previews of that app’s open windows.

How is it different from Quick Ring?

Window Switcher takes you to an open window. Quick Ring opens DeskUtils tools like Capture Area or Clipboard.
